Liberia Administrative and Systems Strengthening Activity
2015-2017
The purpose of the USAID-funded Liberia Administrative and Systems Strengthening (LASS) Activity was to support the Liberian National Elections Commission (NEC) to develop stronger systems, policies, and procedures in human resources management, budgeting and financial management, asset management, strategic planning, and procurement.
Improved administrative and management systems enabled the NEC to effectively fulfill its mandate to conduct free, fair, and credible elections in 2017. Using the Problem-Driven Iterative Adaptation (PDIA) methodology, IBI helped to instill a culture of continuous performance improvement within the NEC and establish the skills to solve problems and adapt to evolving circumstances – all of which solidified the organization as a pillar of democratic governance.
