IBI Supports Localization and Strengthens Tanzania’s Monitoring, Evaluation, and Learning Systems

Under the auspices of the United States Agency for International Development (USAID) Tanzania through the Tanzania Monitoring, Evaluation, and Learning Activity (T-MELA), IBI signed a Memorandum of Understanding (MOU) to enhance the Tanzania's Monitoring, Evaluation, and Learning (MEL) systems with the Tanzanian Prime Minister's Office responsible for Policy, Parliamentary Affairs & Coordination (PMO-PPC). This partnership under USAID T-MELA aims to empower the Government of Tanzania to take ownership of MEL processes, ensuring accountability and building capacity for the independent management and assessment of development programs. By fostering a collaborative relationship between USAID and local institutions, this MOU advances USAID's localization efforts, supporting sustainable, locally driven development outcomes.

The MOU will serve as a framework for a series of collaborative MEL capacity-building initiatives, designed to strengthen the Tanzanian government’s ability to oversee and evaluate development activities across various sectors. This will also ensure that development initiatives are more responsive to the specific needs and contexts of Tanzanian communities.


Dr. Jim James Yonazi, Permanent Secretary of the Prime Minister's Office (Policy, Parliamentary Affairs & Coordination), led the signing, with Aimtonga Amani Makawia, IBI's representative and Senior Capacity-Building Specialist for USAID T-MELA. Dr. Yonazi emphasized the importance of MEL capacity as key to sustainable development in Tanzania and called on other development partners to join the effort. He also highlighted the PMO's role in overseeing MEL efforts across government sectors, mentioning that dedicated M&E units have recently been established in every ministry and government agency.


The signing ceremony was attended by senior representatives from both the PMO and USAID T-MELA, including Mr. Anderson Mutatembwa, Deputy Permanent Secretary, Prime Minister's Office (Policy, Parliament and Coordination); Mr. Menrad Seluhinga, acting Director of M&E Prime Minister's Office; Gerald Usika, acting Chief of Party for T-MELA; and Gloria Minja, T-MELA’s senior CLA specialist.


IBI serves as the prime contractor for the USAID T-MELA activity in Tanzania, a four-year mission-wide MEL Platform awarded in January 2023.  T-MELA provides comprehensive support to USAID Tanzania in the areas of Monitoring, Evaluation, Collaboration, Learning, and strengthens MEL capacity across Tanzania's government and local institutions.
